Is it against the Philippine Labor code

Our supervisor threatens not to pay our separation pay because some of us (their employees) are being lax when it comes to work. It is when they announce that we are closing by this October, so we are a bit slowing down with regard to our duties, but we are still reporting to work and doing our task, only not as fast and as eager as we used to. My question is, Is it against the Labor code if the employer will not pay for the separation pay of their employee?

of course it is a violation on the labor law, however in the Philippines, labor cases seldom progress due to bribery and it will take ages before a case is closed. Sometimes the lawyer for the workers get killed.
