I Still don't think Todd Killed Victor

I think Irene "brainwashed" the memory of killing Victor into Todd while they were in nearby cells. I think Irene had one of her rogue agents kill Victor or she did it herself. They have never explained about the Federal agents supposedly picking Irene up not long after the argument with Victor at the police station and then she is back in a holding cell there when Todd was picked up for the murder because of Jack's lies. Those agents could have been some of her rogue agents and she was taken by them to kill Victor. After all, Victor said you, what are you doing here like he was really surprised that who shot him could be there.
