Currently site is opening for me normally. So there is no problem with it.
About your withdraw !! They have changed some rule for Indian users. We can't keep money in our account for long. If we have added our bank account for withdraw purpose they will send money(auto transfer) to our bank account without requesting. If we haven't add any account then they will send the paypal cheque by default. So its all because of new Rules for Indian paypal users.

I am glad I live in Canada then. I didn't know that about paypal and India, why is that, do you know? I save my online earnings by leaving them in my paypal account. That way if the money isn't in my bank account I can't spend it.

Yes, akp is right. It is automatic withdrawal in India now. It is because of the RBI (Reserve Bank of India) rules that states that an entity will have to pay interest like a bank if they are keeping other's money for more than 7 days. Or was it they will have to apply for a permission to operate as a bank and give interest.

I am not having a problem getting into my paypal account today. I was just in there this morning checking my balance as I got an email that I got paid again from one of the survey companies I work for. Okay I just checked again to make sure nothing happened since then and it's all okay. I get a little scared when I read something like this because I have $249.99 in there right now.
I use my paypal account as a savings account for all my online earnings. I don't withdraw the money till about 2 weeks before I go on my holidays. I use this money for my holidays every year. I also get checks in the mail from the survey sites and I cash them and put that money away, for my holidays as well. This way I use all my online earnings for my yearly holiday and I usually make enough for a one week holiday where it pays for everything. I only take a one week holiday a year where I go away somewhere far but I drive to Winnipeg every 3 months for a week, to see my family, which is a 13 hour drive. I don't use my online earnings for that as that isn't really a holiday.
I have a lot of confidence in paypal being safe because last year I did withdraw a hundred dollars once because I needed the money and I used my sister's laptop to do it and they wouldn't transfer it without them phoning me because it wasn't my IP address so they wanted to verify it was me by phoning me on the phone number I had on my account to make sure it was me. I thought that was a great way to verify it was me and I thought it was great that they made sure it was me.......
