Friends... Do you think that a business executive can do what a plain staff employee do? Do you think a business executive can do the job of a collection officer efficiently? Or do you believe that there are things that business executives cannot due that a plain staff employee can do?

I don't think that business executives should not be able to do what staff can do. Business executives aren't always executives and they went up the position because they were able to do things and they were successful with it. that meant they are capable of doing more than simple tasks assigned to them. Simple things such as typing, doing office works, documentation, filing should be done by everyone who wants to work up the corporate ladder.
But of course for special functions that needs certain people with certain skills like collection of money, it takes good collecting agents to be able to do that. and there should be certain people who can only do some accounting works... =)

Some companies promotes business executives from the ranks. That way, when ordinary employees goes on strike or on long leaves and there's no one to do the job, they can pitch in.
Of course those business executive can do what those plain staff employee can do, if in case its really needed. They have to, or else the company will be on a halt.
