It is known as Below Poverty line Card given by the government to the so called POOR persons; showing this they buy 25 kilograms of rice @ just rupees two per kilogram; (cost of this rice in market is 15 rupees plus per kilogram); they can also buy wheat, sugar, kerosene oil at subsided price. These so called poor people by all these and sell in shops thus earn money. For example the rice they bought @ 2/- per kilo will sell at 7 to 8 rupees per kilo; gamble with the money or drink wine; after few days they will buy the same rice at 15 rupees per kilogram. Government also gives them free electricity and homes almost free. [b]This is another political gimmick by the corrupted politicians to get vote and win elections. So who bears the difference of cost? It is we the tax payers only.[/b] Is there any such BPL card in your country; are the holders of such cards not parasites, who suck the tax payers? [b]The saddest part of the story is; some of these card holders are NOT POOR, but well to do, they are close associates of the corrupted political leaders. We don't call it a BPL here, but it is food stamps and welfare that we have here in the United States. There are a lot of situations that I think that these programs are abused, but then again I think that there are a lot of people that legitimately need the programs. What bothers me is when you see someone that is well dressed and driving a nice car and using a food stamp card to pay for their groceries. Then there are the people that will sell their food stamps for $.50 on the dollar so that they can have money for things that they really don't need.

The scheme to help the poor in whatever way the government wants is genuine and good. But it is being misused by rich people and the government should take steps to curb them. In tamil nadu 20 kgs of rice is given free per month.
