My IE and Yahoo Messenger are not functioning...

Help please. My IE is not functioning and I can't even open my yahoo messenger. I tried it several times but I failed. It says that there might be a problem with my internet connection. I can open other websites. Do you know some possible reasons for this? How do you troubleshoot this? Thanks!
