Is there such a thing as biodegradable plastic/cellophane?

Our city is now implementing the law banning the use of plastic everywhere. Many business establishments have complied but there are still many which find it hard to follow this law. In fact, they have come up with what they call biodegradable plastic. On this type of plastic you sometimes read this line: "This plastic is biodegradable." Really? Is there such a thing?

Yes there is one type of the so called plastic, that is known as 'biodegradable; if you throw them they decay soon, but the ordinary plastic will not, it will remain as such for years, they clog the drains, cattle like cows eat them, can't digest, they die of suffocation!!
here in my city in india, plastic is banned too, but what i see is it is not implemented strictly; we are habituated to it, none goes to market with a bag these days..

Yes there is, it was shown on television the other day and fact is it could even be edible. It is made from starch I just forgot what kind of starch. It has the strength of plastic when used for wet merchandise but advantage is it will rot when disposed.
