Resizing Photos...

Recently I learned that a photo can be easily re-sized by length & width and/or pixels with the simple use of Ms-paint's "resize" option. I thought all these needed Photoshop, which I don't have. There's still one thing that I need to know. Is there a way to reduce the size, i.e., in terms of space, of a photo without altering its length & width and pixels? I need to submit my photo online for an examination and the criterias are, 230X200 pixels and size not more than 50KB. I've learned to edit the pixel part, but can't reduce the size of the photo. Help wanted. Thank you!
