Well, i can safely remove it, but it is not in the My Computer part, i have no idea where it is.. I cannot access the files in it.
I think i need to assign a driver to it.. i am not sure how.. troubleshooting doesn't help..it said it works properly though..

Someone who knows more about computers than me can answer this better, but it has happened to me before. The OS gets buggy and the images get frozen, but the file path is gone so there's nothing to delete.
If it's not causing any harm, it's fine. I currently have 3 programs like that on my PC, and it's not causing any damage.

Okay. I just read this again. You're trying to access it, not delete it. I read it wrong the first time.
Try switching USB ports? Try checking in another computer to ensure the EXHDD is not corrupted? Try putting it in, turning your PC off, and then booting up in safe mode to access it?
Only things I can think of. I haven't had this trouble.

Try to shut down your pc, Then unplug the power cable wait 10 seconds and try to open your pc again then try to plug your external.
I hope this helps..

I have experienced this in the past. Sometimes you usb storage devices, be it external hdd's or flash drives, fail to be detected by the computer. This can be due to a hardware failure on the part of the hard drive, but sometimes it's just some software issue. Have you used it before on your computer? I suggest that you restart your pc and press F8 upon booting to trigger the boot menu, select "load windows on safe mode". Then try testing if the hdd can be detected by your pc, if so, go to accessories/system tools/ then system restore.
