New York storm

The recent shocking chaos brought about by Hurricane Sandy has been met with prompt and comprehensive attention and treatment by the US Government. Unfortunately, loss of life was not prevented but this seems to have been mercifully limited due to the rapid response. However, I guess that the people of New Orleans wish that they had received such prompt assistance. I remember that they were justifiably seething with President Obama over his ineptitude and slow response to their dilemma. Is it right that there is such a difference in priority given to nerve centres/powerhouses such as New York over more outlying cities/towns/areas such as New Orleans? After all, human lives are at stake wherever you may live, when natural disasters strike.
