Sharing experience: Somebody got away with stealling boots in a busy store!

This is my first experience! We are having a sale for boots. The sales associates are so busy, running back and forth trying to the back stock room to find boots for customers. They are so busy, that they can't track down people anymore. So until it was a little bit quite, we need to put back the unused shoes to the stock room. One of the box is an empty box, and we found a pair of old used shoes. So apparently there is a lady, trying out for boots, then never takes it off. Just leave the store wearing the new boots, and leaving her old shoes in the store. How do you prevent something like this? There are so many people, and they are trying different kinds of shoes/boots, look very similar, different sizes. It is crazy!
