How to recover deleted folder?

Since I am not that much good in using cmd in windows 7 I accidently deleted one of folders. But now I want recover that folder because I need it. If we delete it using user icons we can recover it from the recycle bin. But in my situation I am not able to see that folder in the recycle bin also. So question is that is the folder permanently deleted. If not can I recover that folder which I deleted using cmd command?
Please help me in this.

Yes, PhotoRec and TestDisk are free tools that can recovering deleted files. Besides, you can also use freeware like Undelete360 and Recuva. They are free also.

You may use one of the recovery softwares.They can recover the files even if you have deleted it permanently.
