I may resign due to my subordinate !any advice?

I am working in a service organization where we teach computer and English courses on a free basis. I am the center head of the organization and hence have to take control of entire office activities. On 1st NOVEMBER 2012, a male has joined my office as a Computer trainer.
The new joiner never seems to be confident and enthusiastic. He joined our office due to debt issues outside and also no availability of other jobs. However, I cautioned him about our service which needs complete dedication.But he never complies with the norms and activities of office. He seems gloomy always and doesn't have required knowledge to teach candidates. I have to kindle his interest always as he is not self motivated. He wants only salary not the work. However, I used to forgive him due to his personal issues. But this kind of attitude would cost a lot at the end because we have to recruit new candidates for our new batch which is not liked by him.He is also misusing office materials every now and then. He takes printout in my absence and hence it costs additional money for me.If any one knows to prevent this by preventing him to take printout is admirable.Shall I BE ABLE to use password from printer not working.?
So, I thought of informing this to my head office through email. Shall I DO THIS or any kind of advice from your side to change him or warn him

Have you talked with him yet? As his superior, it would seem that you have a right to speak to him yourself.
When you talk to him, be very specific about the problems. If you just tell him he looks gloomy all the time, he might not see the problem himself or understand why it's a problem. Tell him exactly what he's doing that makes you say this and tell him how it's effecting his work. In fact, if you speak to him, I might recommend writing a note to that effect. Basically giving the date, specifically listing any problems you talked to him about, and anything else you talked about. Give him a copy and keep a copy in his file. When you speak to your manager about it, this would be good documentation to have.
Might not be a bad idea to do this a couple times before speaking to your boss. That way, it doesn't sound like you're asking your boss to do your job. It would be obvious that you've tried and had no success so you want someone higher to help.

Yea.I have spoken to my subordinate today, but got simple responses. Hence, I have told him to be careful about his job

I would seriously suggest you create a written trail of your discussion. Without it, he could easily say "I didn't know". Write exactly what you told him. Include details. Include the date. Give him a copy so there is complete understanding from him. If he has a rebuttal, tell him he can put it in writing and it will be added to the file. Put him on the document as a cc. That way it's known that he is also aware. Give him a copy and put the other in a file. Give the entire file to your manager when you talk to him.

It is good to be kind and compassionate, it is a fine quality in a co-worker and a manager .
However, if a subordinate is misbehaving, and has not made changes when the issues are brought to his attention, you really are putting your job and those of other good workers in jeopardy.
Speak to your manager or human resource department for advice on company policy to be sure its handled correctly.

don't resign if you have some subordinates who never shoe any enthusiastic attitude to their work,just tell or email the higher position and they will be the one who will think what they need to do to that person,aside from that you also tried your best to develop him but still depend on him if he will or not.

Hi,
The new subordinate becomes head ache for you. you are forgiving him for his behavior as you are kind but h is taking advantage of your kindness. You should complain to your head office about his behavior. Otherwise you have to answer to your boss about the additional cost caused by his printouts. This man is not good for your organization.
