404- file or directory not found error occurred.... why so always on browser?

Even now and them i am facing a severe problem with my internet regarding site opening error. Last night i have got am Server error which is saying me..."404-file or directory not found".... and it is continuing with this message as,...."The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable"....
Why am i getting this type of message while surfing internet? Is it cause of low internet speed or any other else ?...

There also one other possibility: your ISP block the access to that site.
It happens to me :p. My ISP blocks several sites so I have to use back door to access it :p.
Low internet speed does very unlikely produce that 404 page. It will give another error message instead, such as Request Time Out

It usually means exactly what it says: that the specific page you were trying to visit doesn't exist (either at all or is just temporarily inaccessible - in other words, a server error). Sometimes, however, it can be a problem with the DNS service you are using (usually provided by your ISP). This may either be because of a slow or faulty connection with many errors and failures in the requests sent by your browser or (less likely) due to a physical problem with the DNS database. Since DNS servers are all networked and update each other regularly, it can sometimes take a little while for a URL to propagate to all DNS servers and you may well receive 404's for pages which you KNOW exist if they have recently been moved to another server or the name servers have changed their IP addresses.
