so we are on this big energy efficiency thing at work and i was asked to turn the heat down to 15 degrees Celsius. what they don't realize is i'm sitting here freezing. i work alone here and the board doesn't have to sit here and freeze all day. i'm wearing two think sweaters and my hands are so cold i can barely type.

not good, have a talk with them there. Tell them you do better work for them when warm....

That's pretty cold. That's about what I turn my heat down to at night to sleep. I can't imagine having to work in it all day long, especially when you're sitting and not very active. I would get up and walk around briskly every so often to warm up.
Energy efficiency is making the most of the heat, not doing without. Bring a blanket and a thermos of something hot. Wear a hat, put your hands in your pockets now and then to warm up.

That's absolutely nuts!! I don't believe it! Can you complain to human resources? I also suggest walking up to a supervisor, and shaking their hand. Let them feel just how flippin' cold your hands are, and explain that's what happens when you have to work in a freezing cold office.
