The only uniquely identifiable information a wireless device has is its MAC address. IP addresses are assigned to a device by a server or a router when the device connects to it. MAC addresses are not visible outside of the network they are attached to, so there is no easy way of tracing a particular device remotely, even if you know its MAC address. Apparently, though, according to Edward Snowden, the National Security Agency in the US does have software which can track the MAC addresses of all devices connected to the Internet in a certain area. This kind of tracking, however, is not available to the general public and nor would it be feasible for an individual to do this (See the Wikipedia article on MAC address for more information). There is quite a good article here which describes how a MAC address works and how it is used:
The Media Access Control address is a 48-bit or 64-bit address associated with a network adapter that comes in two types: UAA and LAA.

In case you are in india, no matter what device you use, your IP will always be Indian IP unless you use IP Changers or other Kaching Techniques. It does not matter from where you purchased your device.

@yugasini yes, every website can do that - all they need is some IP Locator and Tracker codes. As for your issue, in case you need to open sites that are not allowed in India, you can use so IP changer application to change your IP - however let me also mention - not all Internet providers allow you to change your IP using IP Changers. So in case yours does not, be aware, that you risk an interrupted supply if you try with IP Changers on these.

@Unforgettable_Raja Yup I know that part. But here, when I was with my earlier provider, their settings were set to Automatically obtain IP sort of. But whenever I tried using an IP changer, they alway disconnected my from their server for about an hour. This is why I said - consult if your Provider permits you to use IP Changers. Now as my work needs me to use IPs of US many a times, I had to shift from my older provider to the new one, and the only reason was that they did block me out in case I tried changing my IP.
