close by in austin over 300 homes were without power..I don't know why that should matter, it isn't like we all of a sudden realized it is august..the hottest month of the year and aren't prepared for it..what is this world coming to when a person has to melt?

We have had some warm spells here in the UK (daytime highs in the 80's for a few days at a time) but on the whole it hasn't been a very hot summer so far. Here, very few people have aircon in their houses, so the power bills (and power usages) in the summer are at their lowest.
I think that I would find it difficult to live in most of the mid-west though I think I could be comfortable in California (as long as I was near the coast). Oregon or Washington would probably be my choice, however.

It's nowhere been as hot here where I am as it is where you are, but I'm melting nonetheless. Never could tolerate hot weather well, and as I get older, tolerate it less
