Doing an adoption without approval

We currently have animals from our shelter at my work on display. Now at the shelter only 2 of us can do adoptions. Now I told this to our manager, the adopters need to do an interview, picture of cages, and so forth. This manager just went ahead and did an adoption. Now they are clueless they just want the animal to leave the shelter, thinking everyone is good. Well it doesn't work that way, if they don't get approved. She had told this person the guinea pigs were neutered meanwhile they were not. I am just irritated beyond believe, the fact I told them they couldn't do that. Not only do they knpow nothing about how the system works, and what requirements are needed but she filled the papers wrong, and lied about them being neutered. She then yes admitted it but then lied to the head manager saying its not that big of a deal. Yet, I have to fix the issue of her saying they were fixed when they are not. The other supervisor (who has an attitude). goes so it doesn't matter. Umm I think it does ^*&*&*I. I could of punched her in the face, I can't stand her and the fact she doesn't care about animals or their wellbeing. I am speaking to the head manager about this, and her attitude issue. Basically saying if this isnt dealt with I am leaving.
