Sending Proposal in Upwork for the first time

I have recently reactivated my account in oDesk or now known as Upwork. I love the changes on the site, specially the new feature which job seekers could select the levels of freelancers the employers want. Somehow this levels the playing field. The job I'm trying to get is on web development. I know that I have had considerable practice in web development, but never had a client before. I have a bit of a problem in making an effective cover letter. (Not to mention, my self-confidence is a bit low on this field)
