Illinois not paying lottery winners

If you invest in a ticket for any Illinois lottery and you win, don't expect to get paid. They ran out of money so they are giving lottery winners IOU's...can you imagine. I wonder how long it will take for them to get their finances in order and pay the winners?
Would you buy an Illinois lottery ticket and be happy to have to wait for your money?

That sounds like bad management or extremely foolish odds settings to me. Most lotteries have regulations in place about how payouts are to be calculated in the event that too many people win a fixed prize option or how the prize is distributed for the variable options. In any case, lotteries exist to make a profit and should have a contingency fund!

That means they were given a piece of paper saying they are owed the money.

I have noticed that our state lottery has far fewer winners than ever before, but I think they still pay alright. How will that work for Illinois, I wonder? If people know they aren't paying the winnings, who will buy a ticket ever again? They will never make up the shortfall. Someone has seriously mismanaged.

I heard about this. I would be really disappointed if my state of California stopped putting aside enough money to pay the lottery winners!
