Google chrome Browser Application Error Message on the screen….

I got the below message while I trying to open google chrome browser last night… The error message is like this: .......... “Windows – Application Error – The application failed to initialize properly (oxc0000022)” What it meant by?... How to resolve the said issue…

Format the hard disk. Reinstall Windows. Reinstall Chrome. Reinstall everything else.

Sounds like a serious error message. I hope it's not fatal.
