Why do they not have a sidewalk?

I was wondering why they don't have a sidewalk? I noticed that they are quick to make more lanes for vehicles to ease traffic and speed things up.
That is great but what about the people who don't drive or have a car? What about them why is no one making a sidewalk so that they don't have to walk in the ditch on the side of the roads.
I just don't understand that is it to make it so unpleasant that they
are forcing you to get a car?
Not only is it very unpleasant it also is very dangerous. If you walk to the very edge so that you are off the grass and dirt to avoid falling or getting dirty you run the risk of getting hit by a car because you are so close to the road.
I wonder if there are many others who feel the same way as I do? I am also thinking that maybe there is a way to request that they put some if enough people ask.
I think i may have just came up with something else to work on when I am not busy with everything else I have to do in life. What do you think?

There should be side walks so that you can walk safe away from cars etc.

@Missmwngi Sometimes i think its because they are trying to force everyone to own a vehicle which generates more money faster than it would if they had sidewalks made. Or it could just be an honest over site since nobody seems to have complained or made a big deal out of it.
