A child being hit - who's fault?

We currently have a local military base here. Now I am shocked at how most are so rude, and ignorent feel entitled. So the other day in the news a 14 month old child was hit by a car, leaiving a day care. Now some were saying / posting its clearly the parents neglect and others say its all the driver. I know when I have been driving I've slowed right now, and a lady was walking down the side of the road while the kid is in the middle of the street and she expected me to stop and wait for them to walk the entire street like that. So I drove up behind both of them slammed on my brakes (so they squeeled), and laid on the horn. How stupid can she can be, I saw them and slowed down but what if someone doesn't This was all in the news, and I sort of see both sides of it. But how did the child end up in the middle of the road? Busy street?.

No way for me to know what happened let alone who's fault it was. But sometimes accidents are just accidents.

Whose fault or who is at fault? I would say that a child of 14 months should be supervised at all times. If the driver was not breaking the speed limit, then you could hardly blame them for hitting the child, but they should be driving with more care near a childrens day care centre. I am sure all concened would be in a terrible state and the parents will look after the child better in future, and the driver proceed with more care.

a lil kid shouldn't not be let on the street without any guardians. The guardians, the adults, should keep their eye on them of they don't want to leave the kids at home or school, anything with big fences. the drivers if they know that it is a street/road that near neighbourhood, you know the roads in the area where people live, should know that they should drive their vehicles slower. so it takes both side to understand. yet, It is wholly the parents responsibility to keep their eyes on their children.
