Is SSL certificate is necessary for websites?

You ONLY need an SSL certificate if you are intending to ask people to enter their credit/debit card details for payment or for certain other activities where you are collecting sensitive personal data. Even if you are selling something online, you don't necessarily need an SSL certificate if you are using the PayPal shopping cart system because the user will be transferred to the PayPal site (which is already a secure site) when paying.
