Incompetent Representatives Abound!

I don't know what it is but lately I've had a time of it with representatives for different companies.
I've talked about amazon and how annoying that was. Well I have been trying to set up online billpay for a credit card I have and I can't do it. The first rep told me to try again in 24 hours and not much else. The second helped me by correcting information that was recorded wrong, and told me to wait 24 hours. I waited what I believe to have been 24 hours and it still will not let me in.
I will try again tonight but if it still doesn't let me in I'll be calling and making sure it gets fixed and fixed right then.
I can't blame the individual representative as I know it's a lot about what they are and aren't trained. It just seems to be me a bit ridiculous that not all representatives are trained in the same things.
Training aside, could there not be a guide provided to help them help us?

I think cross training is a helpful thing but lots of companies seem t be going the you are a sales rep and you should know everything about sales. It is like they don't want to do it because they think its better to have someone be the most knowledgable in one thing than half well trained in two different things.

That's why I always get this dreadful feeling whenever I have to call customer service because you can never be sure with call centers.
