A certain tactics are not acceptable if delaying some options to come up with better solutions. Some people used to delay the needs of other people due to many personal reasons. If we talk about the value money, some people cannot let go their treasures to the others. It seems that money is over their senses. Thus the worth of money is very essential to them. "What if there are certain needs in emergency situations?" "Can they still delay it?" I would not say no. In reality, some people delay things even if it is life or death scenario. I am afraid it happens in the real world.
