Can I use my tablet like a smartphone?

Is a tablet just as good to take - on-the-go, with you, to use like a smartphone, and do you have to pay roaming charges, and also, must I have a wireless telephone service first ?
I have a TRacvfone, but not a monthly wireless service plan, but I do have a U-Verse high speed internet account with AT&T.
I do not currently have a wireless phone account, but use a Fire HD8 from Amazon Prime.

My current tablet is 4G and WiFi capable and on my cellular plan. I can use it for anything I can use my smart phone for, other than making calls, wherever I have a cell signal or WiFi access. I can also use my tablet as a WiFi Hotspot as long as I have cell service. It's pretty handy.
