When Local Policy Collide with the National Policy

Last Tuesday my dad was among the people who got a ticket for not using a helmet while driving. The Transportation guy ticketed him within the village. And the guy even told him that my dad was driving in the highway which was not. Anyway, in our town we have a no helmet policy. It happened almost 10 years ago when a bank was robbed by people wearing helmets. And yes they got away and identities were unknown until now. That's why my Dad and most people here don't wear helmet when travelling just within the town. But we do wear helmets when travelling to the next town or if going to use the highway. Now people are quite confuse. What to do or which rule to abide? I went today and paid my dad's ticket. I also raised my concerns. And they didn't gave me a clear answer. Now, I just told my dad to just bring his helmet all the time. If the local ticketed him for wearing one I told him to shove the ticket I paid from not wearing a helmet.

There is something wrong. I do not know one country in the world where a local bylaw can be taken in the field of competence of the state or the opposite. One of them is illegal. You cannot be fined by a police to wear a helmet and by another one to not wear a helmet. My only reserve is the highway detail : do your local police is competent on highways ? If it is, it is the right moment to ask the question to your deputy or senator. And if your father was not on a highway, he should have not signed the ticket (if you have to sign them in your country) and he should go to court to dispute this ticket.

I agree. I told them that even they are from nationals they should coordinate with the locals too coz it will create confusion. But since they were not consistent and we just want to move on we just paid the ticket. Its not good here to argue with them 'coz we don't know what kind of problem they can create for us.

@diosabella I have disputed a few undue tickets here and I never had a problem for that. Under our law we need to pay them to be able to dispute them, but the state does a refund if the court says that the ticket was undue. Indeed I understand that you prefer to move on if the amount is small.
