Provisional fund, reserve fund, and bailout

Native speakers of English must be familiar with provisional fund, reserve fund, and bailout. I am not sure which one is appropriate when talking about helping those in need of financial help. A company may have fund set aside for emergency use either for internal or external use of the fund.

The common denominator of these 3 terms is that it's all about money.
