Better and safe Image Editor

I always have to edit some images for something, most are just for fun. Or say some Photoshop like.
I have used many like Gimp, Pixler etc. But now I again would like to have one. This time I would like to ask you all which one could be better to use?
Online or Download?
Which is better and which Image editor should I use?

I don't use any fancy image editor, just Picasa sometimes.

@yugocean It's not, I just use it when I want to play around with different filters and what not. What about Paint.net?

I used two image editor, one is the samsung photo editor which is already when acquired this, the second one is pixlr which I use most in collage.

I see, I used the Microsoft photo editor but I heard the Photoshop is the best
