Yep!.. first you have to get it registered and you have to pay a specific amount every month..

If you are new there is a way to do this for free to start off with. You can use a free hosting company to build a website on and host it there. They do have some good one. Your name will just have the extension of the hosting company on it and when you're ready you pay the price and register your name.
