The rules and facilities are different for each country. I believe that the RBI has required that Indian nationals MUST link their PayPal account to a bank account and must therefore have a PAN card. Moreover, they are not allowed to keep a balance in their PayPal account and any funds greater than the equivalent of approximately $10US will be automatically transferred to the bank account.
If you are in doubt about what you can and cannot do with PayPal in your country, just go to the PayPal website and look for "Help", which will bring up answers specific to your location.

@Swayamsiddha I don't know what happens about that. I understood that you have to have a PAN before you can open a bank account and that PayPal requires you to enter your PAN number in order to have an account with them. I guess that, if you have a joint account, your PayPal account should be in the name of the person with the PAN card.

@Swayamsiddha, just tell them that you have applied for PAN card and mean while you apply for that! You will get your PAN card within a fortnight! Thanks!

I am sure sir that you must have installed a pan card so sir, could you please tell me what if someone doesnt have a pan card but has a joint account with an adult, then what can bethe solution?
