Wet is not the proper adjective for water as it is not dry. Water can be hot, cold, chilled etc but cannot be wet.

Water is a liquid crystal. Water and all things on the atomic level are vibrational frequencies (photon light and phonon sound).
Crystals store and transmit information. They are in everything from wrist watches to cell phones etc. Water being a liquid crystal can store and send information also. Dr. Masaru Emoto has proven this many years ago and can be found on youtube. Dr. Masaru Emoto Consciousness & Intent.
The human body is approximately 80% water. The sky in a way is an ocean and not just air due to the amount of water in it.
Water also does not hydrate because water is a solvent. Meaning that it cleans or attracts. Fruit water hydrates because it has more of an electric charge and magnetic pull to it. Distilled water has a stronger pull to it and is more acidic. Think of water as a magnet made of liquid crystal. You can see for yourself by taking a glass of water and slowly tip a little bit next to a small pile of a powdery substance, you can use dirt, dust or possibly even flour. Just before the water comes into contact you will see the debris get sucked in to the water and you will be able to see the particles being carried around in it also.
Before we can answer the question, is water wet? We have to first ask, what is the real meaning of wet?
