What was to become the 19th Amendment was rejected for another 11 years after Arlen A. Sargent presented the bill in 1878. He had declared that citizens of the United States should have the right to vote and that right should not be restricted by sex. It was on August 26, 1920 that it finally took effect. Ninety eight years ago today.
