Dunning-Kruger effect defined

The Dunning-Kruger effect is an attitude, whereby a person claims to have expert knowledge of something, in spite of knowing very little about it.
I knew there had to be an explanation about how politics are going in America at the present moment, but only just now, found a link to an article that explains it in such a simple way that even a non expert would understand.
