Dogs are attacking

Good evening friends.
I just gave Helen the milk and he'll sleep now. Today it was warm and we spent the whole day playing.
She was good.
My neighbor has two big dogs, I do not know which race, but a few people are attacked. They attack only in the morning, but nobody knows why. 
They have a fence, but then they go somewhere and start attacking. I watch them every day and they never attack me, but I'm starting to be scared.
What do you think why your dogs attack people early in the morning?

@Nevena83 Or maybe they saw some strangers outside and dogs will bark if they saw people that they don't know.

@Nevena83 No idea. My nephew has an alsacian,but it is kept in chains.I have never heard of any pet dog attacking people in my area.

@Nevena83 OMG!! Had it gone mad? Here also in a northern state of our country stray dogs had killed many children.But I have never heard of a pet dog attacking people here.

Oh! That sounds dangerous. I think the owners should take responsibility. It's better to stay away from them.

@Nevena83 I think you can talk to the owners. It is better to bring it to their notice that their pets are becoming danger to others.

@arunima25 You're probably right, but I'm not close to those people and I do not know how they would react if I told them so, and they did not attack me.

Unfortunately, in my country, the laws are very weak, and even if someone reports, nothing will change unless the dogs kill someone.

Maybe they are hungry early in the morning, and are angry because they haven't been fed. I know I turn into a bear when I'm hungry and haven't eaten in a while!
Please be careful around those dogs, I don't want to see you get bitten or mauled by those dogs.

Yes, that's not good, I hope that someone will report them and that the owners will become more responsible.
