Stealing knickers off the line

My friend has a neighbour who is widowed. She grew up with his daughter and knows him well. He is in his 60s and a nice man but lnley. He calls int her every now and again for a chat and does a few bits in the house if she needs it. She does the odd bit of shopping for him and they are good neighbours. They were out in her garden having coffee on the decking and she needed to go to the toilet. She walked across her kitchen and then realised she left her phone on the table and went back to get it. He was at her line removing some of her and her daughters underwear and sticking it in his pockets. She pretended not to see and went to the loo and then said she had to go out and got rid of him. She is in a dilemma about what to do. She is friends with his daughter so its very uncomfortable to tell on him but if she says nothing and cuts him off it will look odd and she doesn't want him around any more as she had young girls and doesn't know what to think. I don't know what to advise her. Any suggestions because all I can see is if she tells it will cause trouble, if she doesn't it will be noticed there is something different and if she just approaches him it could go very badly wrong.

Oh no... that is a hard problem to handle. I won't know what to do as well. But one thing for sure, that can't be ignored.

I think that something should be said. It might cause problems but better that than what could possibly happen.
