The Gift That Kept On Giving

We live in an apartment and lot of residents have dogs. The apartment complex has these little green stations where there is a garbage can and little green bags for residents to use when they take their dogs out. These stations are all over the complex. Recently we noticed that a big dog had left a little gift that its owner didn't pick up. The bad thing is, it is right beside the green station. I mean within two feet. Over the next few days, we noticed more and more little gifts. Fortunately we live on the second floor and wouldn't come in contact with said gifts but there are children that play outside. One night, I was sitting out on our balcony and saw this man walking his dog. The dog stopped where the other dog had gone. After the dog was through, this man casually walked away and didn't pick it up. I was furious and couldn't help but yell out to him "Seriously? The bags are right there beside you". The man looked up at me and flipped me off. We found out later that he was the one who was responsible for not picking up all the other piles. Can you believe that? First that he was the one who didn't clean up after his dog and second, he flipped me off because he got caught.
