The Gift That Kept On Giving

We live in an apartment and lot of residents have dogs. The apartment complex has these little green stations where there is a garbage can and little green bags for residents to use when they take their dogs out.
These stations are all over the complex. Recently we noticed that a big dog had left a little gift that its owner didn't pick up. The bad thing is, it is right beside the green station. I mean within two feet. Over the next few days, we noticed more and more little gifts. Fortunately we live on the second floor and wouldn't come in contact with said gifts but there are children that play outside.
One night, I was sitting out on our balcony and saw this man walking his dog. The dog stopped where the other dog had gone. After the dog was through, this man casually walked away and didn't pick it up. I was furious and couldn't help but yell out to him "Seriously? The bags are right there beside you". The man looked up at me and flipped me off.
We found out later that he was the one who was responsible for not picking up all the other piles. Can you believe that? First that he was the one who didn't clean up after his dog and second, he flipped me off because he got caught.

@everwonderwhy I really don't know. He was reported by someone do I am just glad he is picking up after his dog now.

@simone10 If this scumbag continues with his aberrant behavior, he should be justly fined heavily as a criminal. Are there CCTV installed for evidence?

He should be reported--I don't know what the laws are where you are but here he would get a big fine!

The old home place is in a neighborhood where dogs run wild, I have a neighbors dog that dumps daily in my yard. If I am out I look at him and say, No go home and the dog stops and then goes into the neighbors yard.
Tony`s sister lives in Florida and some dog was pooping daily and her kids did get in it, she watched and waited, he came by walking his dog, she went out and said "hey! get that up or I will call the cops" he bends over and picks it up with his hand!
The next day she goes out to her truck and leave and there lays a dog turd on the hood of her truck. 
I think he walked his dog on another road after that.
