Fined for breaking traffic law

A friend of mine rides his motorbike a lot to deliver documents to the clients. One day he had to make a left turn at the traffic light. Turning left is usually allowed but this time there was no notice that it was okay to make a left turn. He thought it was okay although there was no notice. No sooner had he turned left, a police suddenly stopped him in front of him. As usual, the traffic police greeted him asked for necessary documents that have to be shown to him. He had all documents but since he broke the traffic regulation, the police took his driving license and asked him to meet him at a designated place. He argued that he didn't break the rule on the ground that turning left is usually not forbidden.
Did you ever get stopped by a traffic police whether or not you broke traffic rules?

At times the ambiguity is quite unavoidable and you cant do much but be fined as arguments will and do bring no good to any... I had a same experience but in my case I knew I was breaking law and fortune was I was too speedy for cops to bother stopping me though he still made a rigorous attempt to wave at me and I did wave back thinking its unkind to not greet too

We drive on the left side of the road, so turning left shoukd be allowed.

@yanzalong We drive on the right, but also turning right is never allowed on a red light.

In that situation, who is right? The general rule once caught by traffic enforcer. The traffic enforcer knows that the driver is wrong. The only problem why they have to meet in a designated place and not in the Police station.
