How Far Is Too Far, How Much Is Too Much?

There are several websites these days where people can get information on other people. Everything from whether they've been issued a traffic ticket, to whether they've committed serious criminal offenses, to something as basic as how many social media accounts they have and on what sites.
Some even reveal, in real time, where a person lives. It's the average person's nightmare, and a stalker's dream come true. In your opinion, how far is too far for data collectors to go? How much is too much?
As an addendum: If a creep uses information found via one of these sites to commit a crime against someone (stalking, harrassment, etc.) should the site be at all held liable?

I realize the info is gleamed from public records but it's scary that so much about a person is revealed in one easily accessible place.

It's nothing new. It just took a little more effort. Spending a few hours in the library got me home addresses for a lot of famous people.

That is really very scary I think there is no limit as to how much can one get as long as it's uploaded in the web everyone can have access to it.
