@Alexandoy I work in quezon city but never experienced that rain at all. Although I saw getting dark but it never rained in my place.

Good! It's better to pull over than moving with hazard lights because using hazard lights while moving isn't the best thing to do and you can make confusion with other drivers as well that may cause an accident.
We usually use hazard to warn other drivers that there's a temporary obstruction in your car. Using it while driving isn't a good thing unless you're an ambulance or police

I turn on the hazard lights but it's not enough. Pulling over is the safest thing to do.

This year we had many times sudden rain which made difficult day for others. it's very risky to drive car with less visibility and gald to know you reach home safely.
