Prank Calls?

I was receiving phone calls and text messages lately since the remaining days of December until today. The calls were all from local as it registers following the number of the caller. All have using different numbers and these just happen with my new number on a plan. Today, I got three and when I try to answer, it's like an operator generated calls giving instruction to hold phone for a while as it is connected to another operator followed by a sound/music but it only goes that way because nobody pick up. This started to annoy me. Last day, a text message was also sent extending condolences. Hells! Nobody died in the family. I don't like to set up a block unknown callers in my phone though because what if the caller is legit but is not registered with my contacts list yet? This is disgusting and really frustrating. Does anyone trying to scam me?
