So Why The Warning?

I think that all business establishments have their indoor and outdoor premises already secured with CCTV devices. You will notice somehow thay at one angle to another a camera is pointing at you. This is good to prevent criminalities. I did notice that some of these establishments have written text somewhere emphasizing the presence of camera to warn any wrongdoers for their false moves. Does the warning has the advantage to alarm the wrongdoers? Which is better, with or without notice?

There are some people who will do wrong no matter what. There are some who will behave appropriately no matter what. Then there are those who are less inclined to do something they shouldn't if they know they are being watched. It is, therefore, a deterrent for those people but I also think it is good for people to know that they are being recorded anyway. I don't mind CCTV but I wouldn't be happy to find that I'd been filmed without knowing it. It also helps people who have good reason to not want to be seen - e.g. someone escaping abuse can choose not to go to a place that has CCTV.

I've seen one establishment with notice like this if I correctly remember it: you're in front of the camera so please give your best smile. I also do not mind knowing a CCTV is installed everywhere.

With notice is certainly better.

Yes, I think it would give second thought for the wrongdoers to do wrong.
