{Let us Step Back In Time} How does one act riotous at a fire? $125 Fine!

The Comet Steam Fire Engine Company of Charleston, South Carolina was fined $125 circa 1879 when they "acted riotously" at a fire.
The fine came down from the City Board of Fire Masters. It seem as if there was pride in fighting fires at that time, and one must display decorum even while fighting the blaze.
I don't know, I just thought it was interesting. How are people supposed to act when they are putting out a fire? What is construed as "riotous" when faced with the possibility of death?
