Tokyo is nearly there!

All the prefectures but Tokyo and environs (the three prefectures Chiba, Saitama, Kanagawa-- this is a grouping that outsiders would call "greater Tokyo," "itto sanken" in Japanese--and it functions pretty much as a unit) have had their emergency declarations lifted. They are still supposed to avoid the three Cs-- closed spaces, crowded places, and close conversation (still need social distancing and masks), but their schools and businesses can restart in stages.
Greater Tokyo is almost there. They were already planning to open schools as of June 1, but depending on numbers over the weekend, we may be allowed in "Stage 1" of recovery: businesses can stay open a bit later, closed businesses reopen, schools go part-time and study at home part-time. In other words, the "State of Emergency", we hope, will be lifted tomorrow, May 25.
They are, of course, going to watch carefully and if there is any sign of a second wave of infection, they will immediately declare state of emergency. Hokkaido is in the second wave and will remain in the state of emergency for a little while. The rest of Japan seems to be doing well-- fewer than 25 cases per day for the past week, for the whole country.
I hope they don't yet open us up for foreign travelers quite yet, but that is in either Stage 2 or 3. I'm sure it will open by country of origin. I know several people stuck outside the country whose family is here, so it is necessary to open some! By July I hope there are many (healthy) visitors and then I will go to Kagoshima and volunteer in the museum again! Right now we are not even allowed to travel between prefectures unless absolutely necessary (family emergency, etc.)
I'm looking forward to hearing the announcement of the emergency declaration being lifted... I hope it happens tomorrow and we enter Stage 1 (schools are still waiting until June 1).

Actually we're behind several countries. We responded a bit slowly at first. S. Korea did way better, faster. Also New Zealand and Australia, I think.

Schools are open again, but it differs a lot how open they are. Some come in every day, some every second or third day, some have outdoor school every second week etc
Fitness centres haven't opened yet, restaurants have less tables and bars that are only for drinking can't open normally yet. They have to make sure people sit in their own group and drink, and not wander around. Apart from that, most things are back to normal.
Which actually annoys me no end, 'cause I spend the day at work wathcing people washing their hands and telling them off for sitting too close, this so the rest of the world can be more or less normal. I really wish schools could be more or less normal and then they could be stricter with the rest of the world. Especially as they think that closing schools here probably made hardly any difference at all. *grumble grumble*

@petatonicsca I think we'll get a mix, hopefully a more prepared one. Both the "out of school" and "come back again" were too fast and not well-planned.

I have no idea what we will do for fall semester. My international school is online through the end of this school year (June 16).

I admire the Japanese when it comes to diligence. Here, I cannot say the same because our government seems to be guessing so the citizens are also guessing.

I just read an interesting article about how our country's government was being indecisive, so many people just took matters into their own hands, started telework, wearing masks, etc. Local prefectural leaders, especially Tokyo's, have led the way powerfully. I love our governor. She's like a good and wise mother, and keeps informed from experts, and sets an example.

I like the idea of the three 'C's". Our schools and public transport has opened and so far there have been no new cases so that is good news. Our borders to the east are still closed and anyone flying in has to go into quarantine for a fortnight in a guarded hotel

I thought they came from English speaking countries. In Japanese the three Cs are called "mitsu no mitsu" or "three hiddens".
