You don't need a smartphone. You can do it from laptops, or home computers that have webcams. Just like with skype or anything else.

only way I know is from Facebook you can call anyone that's friends with you that has a device where they can see you and so on . Probably can still talk if you can't see them. you might still be able to hear I know my son in AZ with out visual just like it was a regular phone call

@bunnybon7 I live in Israel and that would be an overseas phone call. Some on facebook that live here have it. I only make overseas phone calls when have to to places outside of Israel and otherwise just e-mail or go to on facebook or other sites like here I will write a private message or answer their post.

@bunnybon7 I was told that you can talk to your facebook friends but not for any other use. I have to make overseas phone calls and they are very expensive for me.
