Shut down the night life!

Japan's infection numbers have risen again, we had over 200 nationwide yesterday. Over 50% are in Tokyo (of course, it makes sense since more people live in Tokyo!) Contact tracing has shown clear infection centers in bars, night clubs, "host spots" etc., all involved in what they call "the night scene". There are a few "office clusters", and since part of Japanese corporate life involves going out and drinking, I wonder if they are related. The other main spot was an old people's facility.
Our governor pointed out yesterday that it would be a good idea to get people involved in "night scene" to do as they were doing during our "soft lockdown" and close early, plus all workers get tested. According to Japanese law, the government is not allowed to order actual lockdown or closing a business order unless there has been transgression of the law. Usually, a suggestion, accompanied by a police visit to encourage cooperation, will help places cooperate, and many do cooperate without that. I just hope they are all listening and doing what is right for everyone.
The good thing is that the governor does not want to lock down the whole of metropolitan Tokyo as they did in April. The children have been out of school for too long and she believes that with contact tracing, it is possible that we could close only the areas that are shown to be cluster spots. This makes a lot more sense than closing down three prefectures and Tokyo proper, since a lot of us live in outlying areas that have not seen infection in days or weeks. Going back to "Step 1" would be pointless for some areas but essential in others.
I'm glad I am just able to sit at home and not go on trains for a while longer.

That's good, our numbers went way down during the couple of months that everything shut down at 6:00 or 7:00 in the evening.

The news is not good in Victoria so of course that puts the rest of the country at more risk. They have shut down the most badly affected suburbs.
