As Good As Dead

When I heard about my president's speech last time, I am bothered by what he said. He claimed that people who are involved in illegal drugs, either pushers or users will not have vaccines. It seems like they are as good as dead now. It is my hobby to analyze things up and I had jumped into a conclusion.
How can he determine if the local people are drug addicts or associated with illegal drugs?
If he is going to ask for drug testing, then it will be another burden for the local government to find funds for this matter?

That isn't a good thing. But when the supply will be less something had to be fetched out.
