High windows aren't the problem...

But rather manuvering between bushes and trees or working where there are no trees to block the sun, that's the problem or one of many. That's a flowering trees right below the ladder (in the picture) which is increasing in size each year. This is the first year we've tried to clean them with the ladder on the left of the tree. One year we may not be able to reach the window at all. When people get landscaping done they don't think of how hard it might be for service people to do their work. Most just look at the beauty the landscaping ideas will provide. Years ago we did upper windows that had a type of tree that had four inch thorns on it. The guys discovered that on their way down when a thorn got them in their back. Be back later with a pic

Would not be more simple to open the window from inside and clean the outside from there?

Windows that open that way are a really new thing here and not everyone has replaced to that style and maybe never will. Also the more expensive homes have half moons which you can't see here very well but those can only be cleaned from outside

@MarshaMusselman I had a half moon on top of my windows in Monte Carlo.I opened the window, climbed on the window sill and I cleaned the half moon standing there.

I’m sure many homeowners never realized how that would hinder service people.

Yes it did and we didn't realize that bush had the thorns until that year. After that we warned each person going up there ladder in the hopes they didn't run into one in the way down.

I have holly bushes which have thorns and I have cut then down so I can see out my window. Yeah my mother is a painter and she had a hard time maneuvering around bushes at a hotel she worked at.

Some people have their homes surrounded by ground cover which at least bounces back some but when they load the flowers that makes it hard to know where to stand.
