Started Month With 2 Failed Payments In A Row

Today my mobile data pack was expired so I need to get it recharged or reloaded early morning so I recharged it twice and on both occasions payment was failed but money was deducted from my bank account and on the third occasion it was successful. The moral of the story is now I need to wait minimum of 3 working days to get my deducted money back. Do you often experience payment failures like that? How much time they took to refund the money?
